Organizational Health Inc. has been selected to be the third party case administrator of the Rapid Site Access Program (RSAP) for the Alberta Construction Labour Association.

What is the RSAP Program?

It is a proposed alternative to construction site access testing for alcohol or drugs. Across Canada, stakeholders within the construction industry are strongly committed to establishing and maintaining a safe and healthy workplace, free from risks associated with the use of alcohol and other drugs. As part of this commitment, there has been an increased focus within Alberta Construction Industry on site access testing.

With this focus in mind, the Rapid Site Access Program (RSAP) has been developed by key industry stakeholders as an integral component of an overall approach to safety and loss management. RSAP is a new and innovative voluntary program that is intended to be an alternative to site access testing. Managed by third party case administration, RSAP helps to ensure compliance, expedites the dispatch process and, ultimately, improves safety performance. It is designed to support and supplement the Canadian Model for Providing a Safe Workplace (the Canadian Model).

RSAP is an alternative to site access testing. It is a voluntary program, not imposed by owners or contractors, whereby workers enter into an agreement with a third party case administration before ever entering a work site

Organizational Health Inc provides the comprehensive professional third party case administration for the effective delivery of education, compliance and if necessary, accommodation strategies.  Investment in professional treatment, education, follow-up and after-care frameworks support affected workers in maintaining compliance with the Canadian Model and if necessary recovering from an addiction and or dependency to alcohol or other drugs.

If you have any questions regarding the RSAP program you can contact the Construction Labour Association of Alberta or Organizational Health Inc.

A unique partnership between Canadian Office and Professional Employees Union Local 378, the British Columbia Life & Casualty Company and Organizational Health Limited to manage long term disability cases is reaping rewards for both employees who are returning to work faster, and the union’s LTD program, which is seeing significant cost reductions.

“We survey our members as to their experience with the program and 89% are satisfied,” said COPE Local 378's LTD plan administrator Jim Moynham, speaking at the recent International Foundation of Employee Benefit Plans' Canadian National Conference in Chicago.

“Generally speaking, folks that have been in the program are very happy to get back to work in a timely way. Being off work and not being sure what the future holds can be pretty frightening."

Rehabilitation and third party costs have gone down by 17.2% compared to what the union had been spending with their previous insurance carrier, who managed the entire rehab program, Moynham said.

“Using the standard burden of disability cost, which is based on a value for a day of work missed, and counting the days when individuals return to work, we calculate that we are getting a return of about $5 for every $1 we are spending," he added.

"From our perspective the program is clearly successful. We brought together three groups with a common goal to provide the very best services for our members."
